Introduction

To support the digitalization and smart transformation of small, medium, and traditional industries, the National Science and Technology Council launched the "Greater Southern New Silicon Valley Promotion Plan." The plan strengthens Taiwan’s AI technology R&D, system integration, and ability to help industries leverage AI to enhance value. It promotes balanced development between northern and southern Taiwan by establishing the "Taiwan Smart System Integration and Manufacturing Platform," linking AI, semiconductor, and ICT resources to provide integrated technologies and value-added services for industrial upgrading.


The platform addresses cross-domain, common industrial needs by offering services such as system specification development, customized software and hardware design, system prototyping, and proof-of-concept verification. It assists industries in developing practical applications and creating exemplary cases to drive broader industry adoption. With an open approach, it integrates solutions from various suppliers and delivers value-added services to improve supply-demand efficiency. It meets growing demand for small-volume, diverse, customized solutions, helping domestic industries shift from hardware manufacturing toward independent innovation, application, and AI system design capabilities.

Target Clients

Small and medium enterprises, traditional industries, startups, and cross-domain system providers with needs in AI/smart system applications or software/hardware module development (including system modules and chip design) that current supply chains cannot or are unwilling to serve.

Smart Healthcare Industry Deployment

This promotion plan focuses on clinical needs, developing key smart medical technologies by integrating AI, ICT, and medical sciences. It emphasizes three main research themes: digital healthcare, pathology management, and health care. Through innovative applications, the plan advances smart healthcare and health care services, improving the efficiency of medical resource utilization, promoting health equity in rural areas, and enhancing the quality of life for the people.


The plan is centered on smart healthcare and digital health, connecting medical fields and technical teams to foster alliances between hospitals (BIO) and enterprises (ICT), and establishing a patient-centered healthcare service platform for developing smart healthcare solutions. Additionally, by extending medical services from hospitals to communities and homes, it facilitates cross-sector collaboration among clinics, care institutions, hospitals, and enterprises, jointly promoting the development of home-centered digital health technologies.


Smart Healthcare Industry Deployment will serve as an innovation base for Taiwan’s smart healthcare and digital health industries, accelerating technological development and application, advancing the medical technology industry, and delivering more comprehensive health care services.

Net-Zero Green Energy Technology R&D

Net-Zero Green Energy Technology R&D

Using the Shalun Green Energy Technology Demonstration Site as a foundation, this promotion plan integrates diverse green energy technologies and net-zero sustainability solutions to construct a complete upstream, midstream, and downstream green energy industry chain. It provides technology and product testing and verification services to accelerate the commercialization of green energy technologies. Additionally, it links to the surrounding semiconductor corridor, spreading green energy highlights through Living Lab demonstration sites, enhancing the widespread application of green energy and net-zero technologies. The plan also promotes the use of compound semiconductor components and module designs in power electronic system protection devices, incorporating them into energy storage system testing and verification to improve the stability and safety of storage systems.


The plan also includes high-efficiency ammonia-to-hydrogen conversion and low-carbon fuel cell technologies, advancing hydrogen/ammonia energy applications, and conducting technical verification through regional energy integration and dispatch. Furthermore, AI deep reinforcement learning methods will be applied to build smart energy management systems for buildings, optimizing distributed energy and electricity load management to improve energy supply efficiency and support the development of future smart energy solutions.

AI Industry Zone

This promotion plan integrates smart technology applications, strengthens R&D capabilities, and enhances international linkages. It promotes the implementation of AI technologies and smart infrastructure, covering areas such as surveillance, building management, security, and energy management, further optimizing investment services and working environments to establish a hub for smart technology innovation and development.


In the field of smart energy, AI Industry Zone will focus on developing grid control technologies for high renewable energy penetration, establishing smart microgrid management systems, and utilizing blockchain technology to build virtual power plant trading platforms, enhancing the security and transparency of electricity transactions.


Given the global slowdown in the autonomous driving industry and the decreasing domestic demand for sandbox innovation experiments, AI Industry Zone will shift focus to talent cultivation and the expansion of academic-industry collaboration in smart vehicle technologies. It will utilize the site’s unique scenarios to promote science education transformation and actively repurpose the area. Additionally, in line with the development of the Shalun AI Industrial Zone, it will coordinate with various ministries to plan space for decentralized low-carbon power sources and energy storage systems, providing flexible and modular energy solutions.

AI Computing Data Center Construction

This promotion plan will establish a digital infrastructure to provide the high-quality, highly secure computing resources and collaborative environment needed by the Greater Southern Taiwan industrial ecosystem, while also supplying computing resources to support startups and enterprises.


The center plans to introduce high-performance computing servers to meet the increasing data and computational demands of AI applications, and will build a next-generation smart, energy-efficient Internet Data Center (IDC). The facility will incorporate green energy systems such as gas generators, vanadium flow battery storage systems, and solar power systems, creating a smart disaster-resistant microgrid. This will further reduce Power Usage Effectiveness (PUE) and energy consumption, aiming to achieve sustainable development goals of energy conservation, carbon reduction, and net-zero emissions.


The AI Computing Data Center will become a key infrastructure for Taiwan’s AI development, driving industrial innovation and technological application, and accelerating the arrival of the smart era.

Through cross-ministerial collaboration, this promotion plan will drive digital transformation, AI adoption, and talent cultivation across various industries to enhance overall industrial competitiveness and promote balanced regional economic development. It also supports local universities and colleges in aligning with industry needs, aiding local industry growth, stimulating regional economic growth, and enhancing the competitiveness of higher education institutions.


By introducing professional training systems, national computing resources and databases, as well as green energy resources, the plan will focus on developing key industries in southern Taiwan, including metal processing, automotive components, food and beverage, and healthcare. Combined with demonstration and verification efforts, the southern region will be transformed into a forward base for AI technology across all industries.
